Fellow citizens of Marsabit County

I’m glad to join you for this year’s Madaraka Day celebration. On this occasion, we recall once again gallant sons and daughters of this country who endured tremendous challenges which ultimately culminated to our independence from the colonial bondage. It is on this occasion that we celebrate our heroes and heroines who dedicated their lives to the service of this great nation.

For us, the residents of this great county, this day is particularly significant in that we celebrate for the third year since devolved Government was ushered in after the 2013 General election. We therefore not only celebrate but also ponder the successes and the challenges we have encountered since we embarked on the task of taking charge of our affairs as a county.

My fellow citizens

Having suffered the brunt of marginalization and neglect for decades, we thank God for the gift of devolution which indeed is the socio-economic and political miracle of our time. For the first time in over 52 years of our independence, as residents of this county we have taken charge of our collective destiny and thank all that have played their role effectively whether herders, farmers, businessmen and women.

Since peace is key to the realization of any meaningful development, my government has partnered with different stakeholders including a recent engagement with the United Nation Country Team (UNCT) on a “Cross Border Regional Cooperation for Conflict Prevention, Peace Building and Sustainable Development program aimed at reducing and effectively forestalling unforeseen instances of inter- ethnic disharmony in the county. I am happy to note that despite the many security challenges we experienced over the last three years, there’s significant improvement though pockets of instability remains in parts of the county.

It should be noted that maintaining peace within our county is the responsibility of everyone and in this regard I call upon particularly on our political leaders to invest in peace by promoting harmony and understanding in their respective areas and jurisdiction.

Despite socio-political and geographical challenges, my government has realized several developmental milestones in different sectors in the last three years. Firstly, as you all know, we inherited a health sector that was grossly under resourced in all spheres including lack of drug supply. In addressing this challenge we’ve consistently allocated 30% of our annual budget to the sector realizing positive outcome including employment of over 200 new medical staffs, construction of modern health facilities like maternity, health centres and dispensaries, laboratories, staff houses, modern amenity facility, and acquisition of modern equipments like X-Ray machines, oxygen machines, Ambulances and maintaining regular supply of drugs.

With the requisite investment in this sector slowly our people’s faith is slowly returning as witnessed by huge increase of deliveries in our health facilities and the rapid increase in visitation to the health facilities and marked referrals to the main Marsabit Hospital. In fulfillment of my government’s promise, we shall continue to invest more resources in this sector so as to improve health status of our people.

My fellow citizens

Water as a critical resource has remained single most impediment to the socio-economic development of this county partly due to neglect over the years. For example from independence to onset of devolved government, the National Government drilled only 15 boreholes in this county in 52 years, while my Government in its two years of existence, successfully drilled 29 boreholes which are now all equipped and serving our populations. Additionally, over 20 water pans were constructed and 8 urban water supplies completed giving required relief to our suffering mothers and families. My Government in the next 3 months will be constructing 7No, large dams that will store million litres of water in strategic grazing zones to further lessen the pain of trucking long distances in search of this precious commodity.

As a turning point in our efforts to enhance food security and restore our peoples dignity through careful investment in the sector particularly through the purchase of over 10 modern tractors, supply of certified seeds and stepping up extension services by the county government, for the first time in fifteen years our farmers harvested thousands of bags of maize and other cereals whose testimony was donation of 100 bags of maize to the needy in our society through the county government by the Leyai community a few days ago.

 

Food security being an important element of human survival, my government will continue to step up efforts in this endeavour, particularly in increasing land under food crop cultivation and other related efforts in the coming years.

Since the economy of this county is dependent on livestock, I believe the on-going construction of a modern abattoir at Segel, when complete will add enormous value to our livestock and livestock prices and put real money in the hands of our herders. Additionally, fishing along the eastern shore of Lake Turkana will be stepped up through provision of more motor boats and provision of modern fishing gears.

To boost education sector, my government has registered key milestones in promoting elementary education by employing 120 ECDE care givers and the construction of 90 new ECD classrooms spread out in all the 20 wards.  To promote and upscale enrollment in our youth polytechnics, the county has injected substantial financial resources for the construction of new facilities and purchase of tools and equipment for the institutions. In this regard I wish to appeal to our youths to take advantage of these facilities so that they can enhance their competitiveness in the job market.

In order to provide access to tertiary colleges offering specialized courses where the county has some serious skill gaps, the recently enacted ‘scholarship fund’ will undoubtedly accord needy students opportunities to pursue successful careers that will advance their lives. In a bid to nurture growing youth talents, the county efforts of constructing modern stadia in all sub-county headquarters in addition to the ultra modern facility currently under construction in Marsabit town will greatly improve social welfare of our youth.

Road infrastructure is an enabler of economic growth and remains trigger for almost all sectors including Tourism, trade, industrialization, agriculture among others. Realizing the pivotal role of roads in the last two years, my government graded and graveled over 2070 kms of roads out of the existing 2431kms of total road networks in the County. I am happy to note that this has significantly improved movement of people, livestock, goods and services to various parts of our County and beyond.

The design for the tarmac of Marsabit town roads is now complete and the tender for the said work advertised in the national newspapers and hope that the construction will start in the course of june this year.

Land as a critical factor of production needs to be managed professionally so as to avoid uncertainties in the future. Full care must be exercised on land documentation so as not to jeopardize meaningful investment. My government in partnership with the National land commission and the national government has constituted a land registration unit in Marsabit town with effect from the date of gazettement of 16th April, 2015. For the first time people will now process title deeds for their land parcels in marsabit rather than in Isiolo or Nairobi. Irregular allocations of public land and mushrooming of illegal structures in our urban centres are continuing to pose serious challenges to orderly development and needs to be discouraged by all.

Land matters whether viewed from perspective of grazing or settlement are not only sensitive but very emotive and should be handled with utmost care and restraints. Cases where in recent times we have witnessed people being incited by some political leaders to invade communal land and private farms in the pretext of removing some communities from their farms or expanding ethnic boundaries will be resisted and I call on county security team to up their game to avoid bigger troubles ahead.

In line with the new constitution that envisions values of sharing and devolution of power, particularly observing the tenets of devolving of resources and decision making to the lowest devolved units, My government has established fully-facilitated units of public service delivery in all the four (4) sub-counties, twenty (20) wards and our two (2) towns; Moyale and Marsabit. My Government has also deployed well trained and equipped staff to all these units with a view of enhancing quality public service delivery in all the respective areas as well as streamlining development plans and coordination of all development actors.

I also appeal to the members of our County assembly to speed up passage of the creation of village administrative units Bill that is pending before the assembly so that devolution can take root at the lowest possible level.

To assist in efficient and effective service delivery for the devolved functions of the county government, my government has released across the county six (6) new land cruiser vehicles and additional three (3) are expected to arrive soon.

 

My fellow citizens

As you are well aware, small scale business people in our towns who include bead sellers, vegetable vendors, “jua kali” artisans and so on do not have decent places from where to conduct their businesses, yet they contribute tremendously to economic development of our County. To this end, My Government has prioritized allocation of convenient land spaces for this category of traders to do their business. My Government will in the next few works handover site for building Marsabit Modern market and has already handed over sites for eight other mini-markets in various parts of our County.

The young people of this County remain its great hope, but their circumstances are also its most pressing challenge. The immediate problem is finding them dignified work; their unemployment jeopardizes any hope of common prosperity. In our manifesto we promised to support thousands of our youth who had been denied tertiary education as a result of poverty or any other form of employment. I am happy to note that, Marsabit County Education Fund and Marsabit County Enterprise Fund bills are now acts of Marsabit County Assembly. I urge concerned departments to move with speed to operationalise the acts whose funding had already been provided under the 2014/15 budget.

Our County is richly endowed with the most unique and exquisite tourism attractions. This makes our county undoubtedly set to be the desired investment destination. The just concluded Marsabit-Loiyangalani Cultural Festival brought together a conglomeration of 14 ethnic communities within the county to celebrate their cultures. Our county being a repository of multiplicity of cultures provide a rich base of traditional cultural features which are mostly in original forms and which have the potential to make them uniquely attractive.

As I conclude, I call upon each one of you to rededicate yourselves to the development of our county, as we embrace patriotism, hard work and selflessness in shaping our vision for a prosperous and cohesive county of choice.
