The County Government of Marsabit in Collaboration with EU/IDEAS Project Ministry of Devolution wishes to recruit competent and qualified citizens to fill the following positions as per the constitution of Kenya 2010 and the County Government Act 2012 Section 45.

CGM/EU/2/03/2019:  FISH VALUE CHAIN MANAGER/CEO – (1POST) 

Duties and Responsibilities

  1. Management and maintenance of the project assets.
  2. Get into lease contracts with the BMUs and Coops for lease of the respective equipment, indicating lease prices, responsibilities, policy on prices for fish, etc.
  3. Supervise the operations of the 3 cooperatives and 10 BMUs operating IDEAS equipments.
  4. Make operational decisions.
  5. Make regulations and review guidelines on management and asset utility.
  6. Collect data and convey them to the Fisheries Department.
  7. Assess the status of catch per unit effort (monitor catch effort).
  8. Set catch targets.
  9. Resolve disputes arising from asset utility.

Requirements for Appointment:-

  1. A Bachelor’s or master’s Degree in reputable institution.
  2. 5-7 years of corporate managerial experience.
  3.  Advanced skills in MS Office and professional accounting software
  4. Strong ability to organize effectively, delegate responsibility, solve problems quickly and communicate clearly.
  5. Leadership skills, including the ability to manage time effectively and handle both internal and external conflicts.
  6. Must be Kenya citizen
  7. Diversified with Marsabit County communities.
  8. Must comply with the requirements of chapter six (6) of the constitution of Kenya 2010.   

CGM/EU/3/03/2019:  MANAGER-CUM- MARKETING OFFICER – (1POST) 

Duties and Responsibilities

  1. Carry out day to day operations of the project
  2. Assess the status of catch per unit effort (monitor catch effort).
  3. Set catch targets.
  4. Data collection and analysis in the county with focus on fish capture, processing and marketing.
  5. Prepare periodic reports and findings to support investment decisions and influence investment policy.
  6. Advice the fisheries department on resource mobilization and allocation.
  7. Develop a data bank for future reference.
  8. Prepare work plans and budgets for cooperatives and BMUs.
  9. Carry out market surveys to monitor market performance.
  10. Help develop financial projections and capital needs estimates for project.
  11.  Management of information desk.
  12. Perform other duties as required.

Requirements for Appointment:-

  1. A Bachelor’s degree in  Agriculture Economics  and resource management  or related courses from a recognized institution; and
  2.  Advanced skills in MS Office and professional statistical packages.
  3. Certificate in gender mainstreaming package will be an added advantage.
  4. Must be Kenya citizen.
  5. Experienced in government programs.
  6. At least possess minimum of 3 years’ experience in the similar or equivalent position  
  7. Must be a public servant and conversant with a. fisheries sector  b. Curriculum development, implementation, supervision, and evaluation  c. Code of Regulation for civil servants. 
  8. Must comply with the requirements of chapter six (6) of the constitution of Kenya 2010.
