The Marsabit County is characterized by arid and semi-arid conditions faced numerous challenges exacerbated by climate change. The County is exceptionally extreme vulnerable to impacts of a changing climate given that most livelihoods and Economic activities are intricately tied to climate sensitive sectors. In recognition to critical importance of addressing climate change actions the County Government of Marsabit through Department of Water, Environment, Climate Change and NRM has embrace locally led climate change adaptation through financing locally led climate change actions (FLLoCa). In partnership with FLLoCA (which is World Bank funded project) the sector successfully implemented locally led climate change action through:

v  Policy and Legal Framework to guide and facilitate

1.       Developed Marsabit County Climate Change Adaptation Policy 2019

2.       Developed Marsabit County Climate Change Fund Act 2020

a.       The Act set aside 2% of the development budget to finance locally led climate change climate adaptation and mitigation projects and programs

3.       Establishment and strengthening of structures to guide locally led climate change actions; 3 structures

a.       County Climate Change of Steering Committees (CCCSC)- Provide leadership and guidance
b.         County Climate Change Planning Committee (CCCPC)-To provide technical support
c.        Ward climate change planning Committee (WCCPCs)- Implement locally led climate change actions at respective wards

Achievements:

1.       Established and capacity building of WCCPCs

2.       Formation of wards committee  in all 20 wards done- 2022

3.       Development of Climate Change training manual- July 2023

4.       Training done for the WCCPCs- Training done are:

a.       Introduction to climate change concept at local context

b.       Hazards, risk, and Vulnerability associated with Climate Change

c.        Proposal writing skills

d.       Contingency planning, utilization of early warning information and reporting

e.       Project implementation, Monitoring and Evaluation

f.         Participatory Climate Risk Assessment

5.       Developed Marsabit County Climate Change Action Plan (MCCCAP) 2023-2027

6.       Process is to come up with Participatory Climate Risk Assessment (PCRA)

a.       Training of ToTs on PCRA

b.       ToTs taking led to roll out PCRA at ward level

c.        ToTS consolidate PCRA report

d.       PCRA report feeds in to coming up of MCCCAP 2023-2027

7.       Launching of MCCCAP during lake Turkana Cultural Festival (25th November 2023) By H.E Dr William Ruto; Kenyan President

8.       Validation of MCCCAP
