Hon. Kula is a graduate of Kenyatta University with Bachelor's degree in Education art (secondary option). She holds certifications in leadership and governance, conflict management and resolution, economic policies and gender mainstreaming. She has over 10 years of working experience having worked in different roles both outside and within Marsabit county. Mrs Kula began her career as a support teacher at Loiyangalani Secondary and Marsabit Boys Secondary Schools. Where she worked from 2011-2013 to teach Kiswahili and religious education to form 1,2 and form 3 In August 2013, she was nominated as a member of Marsabit County Assembly. Here, she represented people's voices and served on various committees of the house, including the education and implementation committee (vice chairperson). Other committees include house, vetting, and land, energy and urban development committee. In 2019, she joined Lake Turkana windpower Project (LTWP) as a Community Liaison officer, where she worked for 3 years. Under this role, Mrs Kula acted as a link between the company and the local community, cultivating good working relationship between. This resulted in smooth operation of the company while the community benefited from corporate social responsibility (CSR) infrastructure projects. In 2022, Mrs Phabby was recruited as the County Chief Officer of Fisheries, County Government of Marsabit. She currently works here providing steward for the strategic management and operations of the department's financial and human resources.
