𝗖𝗼𝘂𝗻𝘁𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗼𝗳 𝗠𝗮𝗿𝘀𝗮𝗯𝗶𝘁 𝗟𝗮𝘂𝗻𝗰𝗵𝗲𝘀 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗘-𝗩𝗼𝘂𝗰𝗵𝗲𝗿 𝗟𝗶𝘃𝗲𝘀𝘁𝗼𝗰𝗸 𝗩𝗮𝗰𝗰𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲

The County Government of Marsabit, through the Department of Agriculture, Livestock and Fisheries, has officially launched the 𝙀-𝙑𝙤𝙪𝙘𝙝𝙚𝙧 𝙇𝙞𝙫𝙚𝙨𝙩𝙤𝙘𝙠 𝙑𝙖𝙘𝙘𝙞𝙣𝙖𝙩𝙞𝙤𝙣 𝙋𝙧𝙤𝙜𝙧𝙖𝙢𝙢𝙚, a digitally enabled animal health service delivery model aimed at modernising livestock vaccination, strengthening accountability, and expanding disease prevention coverage across the county’s pastoral production systems.

The programme, supported by the United States Government (USG), Office of Foreign Assistance, with logistical and field implementation support from Concern Worldwide, was rolled out alongside a mass livestock vaccination exercise targeting improved vaccination reach among pastoralist communities.

The E-Voucher system introduces a secure digital platform through which registered livestock keepers access government-supported vaccination services, enabling accurate beneficiary identification, real-time service tracking, and enhanced oversight in the utilisation of public resources within the animal health sector.

Livestock remains the backbone of livelihoods and food security in Marsabit County, where recurrent animal diseases have historically constrained productivity, trade access, and household incomes. The new programme addresses these long-standing challenges by strengthening disease prevention frameworks while safeguarding the county’s livestock asset base.

It also supports data-driven livestock management by generating real-time vaccination data to inform planning, budgeting, and policy formulation within the Department of Agriculture, Livestock and Fisheries. Its rollout aligns with broader resilience-building efforts under the 𝗙𝗼𝗼𝗱 𝗦𝘆𝘀𝘁𝗲𝗺𝘀 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 (𝗙𝗦𝗥𝗣), which targets strengthened food systems and pastoral livelihoods across ASAL counties, including Marsabit.

The official launch was presided over by the 𝗖𝗘𝗖 𝗳𝗼𝗿 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲, 𝗟𝗶𝘃𝗲𝘀𝘁𝗼𝗰𝗸 𝗮𝗻𝗱 𝗙𝗶𝘀𝗵𝗲𝗿𝗶𝗲𝘀 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁, 𝗛𝗼𝗻. 𝗔𝗱𝗮𝗻 𝗞𝗮𝗻𝗮𝗻𝗼, and brought together the department’s senior leadership and technical teams, including 𝗖𝗵𝗶𝗲𝗳 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 𝗟𝗶𝘃𝗲𝘀𝘁𝗼𝗰𝗸, 𝗠𝗿. 𝗧𝗮𝗰𝗵𝗲 𝗘𝗹𝗲𝗺𝗮, 𝗖𝗵𝗶𝗲𝗳 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲, 𝗠𝗮𝗱𝗮𝗺 𝗢𝗿𝗴𝗲 𝗚. 𝗕𝗮𝗷𝗷𝗶, officers from the department’s directorates, and staff drawn from the livestock and veterinary services units.
